WHAT IS HEALTHCARE REFORM

The current healthcare system poses significant challenges for individuals with chronic, complex, and rare diseases, as well as for the caregivers and physicians who support them. These groups rely on the healthcare system more intensively than most, and because of that, they know where all the problems are. To truly address the unique needs of these populations, healthcare reform, guided by those that are most impacted by the pitfalls of it currently, is essential.
Many people feel apprehensive when they hear the word “reform” because it suggests significant change, which can be overwhelming. However, healthcare reform should not be seen as a daunting or negative concept. In reality, it simply means making the changes needed to fix what isn’t working and improve the overall system.

so WHAT exactly IS HEALTHCARE reform?

Healthcare reform refers to the process of making significant changes to the healthcare system to improve how healthcare services are delivered, accessed, and financed. The overarching goal is to create a more efficient, equitable, and effective system that better meets the needs of the population. This involves addressing a wide range of issues, including reducing costs, enhancing the quality of care, expanding access to healthcare services, and ensuring that all individuals receive the care they need, regardless of their socioeconomic status. Reform can take many forms, from policy changes and new legislation to shifts in healthcare delivery models and funding mechanisms.
The main aim of healthcare reform is to create a healthcare system that is more responsive to the needs of patients, providers, and the broader community by tackling systemic issues that lead to disparities and inefficiencies within the current system. This includes improving access to care for underserved populations, promoting preventive care to reduce the burden of chronic diseases, and fostering innovation in medical research and healthcare delivery. By addressing these challenges, healthcare reform strives to create a system that provides high-quality care for all individuals, supports the well-being of healthcare providers, and utilizes resources more effectively.

OUR APPROACH TO HEALTHCARE REFORM PRIORITIZES A FOCUS ON CHRONIC, COMPLEX & RARE DISEASES

At Rise & Rally, our commitment to healthcare reform is deeply rooted in addressing the unique needs of individuals facing chronic, complex, and rare diseases.
While healthcare reform as a whole is crucial and those fixes can benefit our communities, our focus remains steadfastly on advocating for reforms specific to benefiting those with, caring for and treating these types of conditions. Why? Because the reform needed for these communities to truly thrive and be able to get the care they need are not addressed in generalized healthcare reform.
The challenges faced by those with chronic, complex, and rare diseases are often overlooked or misunderstood, and systemic changes are urgently needed to address their specific types of needs.
By channeling our efforts into healthcare reform tailored to these conditions, we can amplify the voices of those affected and drive meaningful change where it’s needed most!

WHY HEALTHCARE REFORM IS SUCH AN IMPORTANT ASPECT OF RISE & RALLY

Healthcare reform is critical to achieving the mission of Rise & Rally because individuals with chronic, complex, and rare conditions, along with their caregivers and physicians, often face significant barriers within the current healthcare system. These challenges include high costs, limited access to specialized care, inadequate support services and SO many more obstacles it would be impossible to list them all. Reforming the healthcare system is necessary to make things easier for these poplations of people.
Healthcare reform not only addresses the specific needs of chronic, complex and rare disease patients, caregivers and physicians currently navigating the system, it also can have a profound impact on the overall efficiency and effectiveness of healthcare delivery for ALL patients, caregivers and physicians. This in turn, could help prevent, reduce, and hopefully eliminate diagnostic delay leading to prompt diagnosis, delayed progression, treatment and better outcomes for patients.
Rise & Rally is dedicated to advocating for these necessary changes. We believe that by focusing on healthcare reform that addresses the unique challenges faced by our community, we can build a system that works better for everyone. Reform might seem daunting because it implies significant change, but for those living with chronic, complex, and rare diseases, or working within this space, change is not just necessary—it is critical. A reformed system that prioritizes the needs of those who use it most can benefit everyone by creating a more robust and responsive healthcare system that truly values and puts first the people using it. Our goal is to use our voices, knowledge, stories and experiences to help change this system so that it does that.

OUR MAIN OBJECTIVES

At the heart of our healthcare reform efforts lie six key objectives: accessibility, patient-centered care, quality improvement, equity, affordability, and innovation. These objectives serve as guiding principles, steering our advocacy work and shaping our initiatives. Through a multifaceted approach, we strive to enact meaningful change and transform the healthcare landscape.
Our strategy involves targeted interventions across various domains:

Care
Coordination

Enhancing care coordination for individuals with chronic, complex, and rare diseases by implementing integrated care models. These models facilitate communication and collaboration among healthcare providers, ensuring that all aspects of a patient’s health are managed cohesively, reducing the risk of fragmented care, and improving overall outcomes.

patient-centered care

Promoting a healthcare system that prioritizes the individual needs, preferences, and goals of patients with chronic, complex, and rare diseases. This involves fostering strong patient-provider partnerships, encouraging shared decision-making, and tailoring treatments to fit the unique circumstances of each patient, ultimately enhancing their overall healthcare experience and outcomes.

quality improvement

Enhancing the quality of healthcare services for individuals with chronic, complex, and rare diseases by promoting evidence-based practices, patient safety initiatives, and continuous quality improvement efforts. This ensures that patients receive the highest standard of care, reducing complications and improving health outcomes through consistent and reliable medical interventions.

equity

Addressing disparities in healthcare access and outcomes among populations affected by chronic, complex, and rare diseases. Focusing on marginalized and underserved communities ensures that everyone receives fair and equitable treatment, regardless of their background or circumstances, thereby improving overall public health and reducing health inequities.

affordability

Making healthcare more affordable for individuals with chronic, complex, and rare diseases by advocating for insurance reforms, cost-control measures, and financial assistance programs. This reduces the financial burden of medical care, ensuring that patients can access the treatments they need without undue financial stress, and preventing cost from being a barrier to necessary healthcare.

innovation

Supporting research and innovation in the diagnosis, treatment, and management of chronic, complex, and rare diseases. Leveraging new technologies and therapies improves patient outcomes and quality of life, fostering advancements in medical science that can provide more effective and efficient solutions to complex health issues.

accountability

Implementing robust systems to ensure accountability within the healthcare system is crucial for the management of chronic, complex, and rare diseases. This includes holding healthcare professionals responsible for accurate and timely documentation, ensuring follow-through on referrals and administrative tasks, and maintaining a high standard of care. Establishing clear mechanisms for patients to report issues and seek assistance when healthcare workers fail to meet these standards will help ensure that the system remains transparent, reliable, and focused on patient well-being.

education

Reforming the medical education system to improve the recognition, diagnosis, management, and treatment of chronic, complex, and rare conditions. By updating curricula and providing ongoing training for current physicians and medical students, healthcare providers are better equipped with the knowledge and skills needed to deliver high-quality care for these specific patient populations.

ACCESSIBILITY

Promoting a healthcare system that prioritizes the individual needs, preferences, and goals of patients with chronic, complex, and rare diseases. This involves fostering strong patient-provider partnerships, encouraging shared decision-making, and tailoring treatments to fit the unique circumstances of each patient, ultimately enhancing their overall healthcare experience and outcomes.

HOW WE WORK TO ENACT HEALTHCARE REFORM

Our policy stances reflect our commitment to advocating for comprehensive, inclusive, and equitable healthcare reform. We firmly believe in advancing health equity, promoting patient-centered care, and supporting the unique needs of those with chronic, complex, and rare conditions. Our stances are not just statements but guiding principles that shape our actions and interactions with policymakers, stakeholders, and the communities we serve. We oppose any legislation, movements, or rules that undermine these values, recognizing the critical need for systemic changes to ensure that every individual has access to the care, support, and resources they deserve. By clearly articulating our policy stances, we aim to inspire action, foster collaboration, and drive meaningful change in the healthcare landscape.

Legislative and Policy Changes

This area focuses on creating and modifying laws and regulations to improve the healthcare system. It involves making legal adjustments to ensure broader access to healthcare, protect patients’ rights, and control costs.
For our community of patients with chronic, complex, or rare conditions, these changes are crucial as they often face significant barriers in accessing consistent and affordable care.
By establishing a legal framework that supports an equitable, efficient, and sustainable healthcare system, we can ensure that our patients receive the continuous and specialized care they need, and caregivers and physicians are supported in providing high-quality care.
SOME EXAMPLES:

Advocating for the inclusion of patient advocacy organizations in policy discussions and decision-making processes to ensure that the voices of individuals with chronic, complex, and rare diseases are heard and represented
Pushing for policies that promote transparency and accountability in healthcare settings, with providers, pricing and billing practices and all other aspects of healthcare, empowering patients to make informed decisions about their care and financial obligations
Pushing for the implementation of policies that promote interdisciplinary and collaborative care models, encouraging communication and coordination among healthcare providers to improve patient outcomes and experiences

MEDICAL EDUCATION REFORM

This focuses on updating and improving the education and training of healthcare professionals. The goal is to ensure that healthcare workers are well-prepared to meet current and future health challenges through modern curricula and interdisciplinary training.
For our patient community, having well-trained professionals who are knowledgeable about the latest treatments and management strategies for chronic, complex, and rare conditions is essential.
Enhanced training ensures that healthcare providers can deliver the most effective and empathetic care possible to all patients.

• Enhancing interdisciplinary training opportunities for healthcare students, encouraging collaboration across specialties to improve care coordination and patient outcomes for individuals with complex health needs
Increasing focus on patient-centered communication and shared decision-making skills in medical education, empowering healthcare providers to engage with patients as active partners in their care
Supporting mentorship programs for healthcare students and early-career professionals, providing guidance and support as they navigate the complexities of caring for patients with chronic, complex, and rare conditions
Implementing specialized educational programs for practicing physicians to enhance their knowledge and proficiency in recognizing, diagnosing, and managing chronic, complex, and rare diseases effectively

INSURANCE REFORM

This entails changes to the health insurance system to make it more inclusive and accessible. The focus is on ensuring comprehensive coverage, reducing financial barriers, and standardizing benefits.
For patients with chronic, complex, or rare conditions, consistent and predictable insurance coverage that helps to get them the doctors, testing, medications, treatments and all they need is vital for management of their health.
These reforms would reduce the financial strain on patients and their families and allow physicians to focus on providing the best care without the complications of insurance limitations.
SOME EXAMPLES:
Advocating for legislative changes to prevent insurance discrimination based on pre-existing conditions, ensuring fair access to coverage for individuals with chronic, complex, and rare diseases
Pushing for standardized benefits across insurance plans to provide consistent coverage and reduce disparities in access to necessary treatments and services
Lobbying for lower deductibles, co-payments, and co-insurance to alleviate financial burdens on patients managing chronic, complex, and rare conditions
Supporting policies that provide financial assistance and support for long-term treatment plans to help individuals manage chronic conditions without facing excessive financial strain
Advocating for comprehensive coverage of experimental treatments and clinical trials to ensure access to innovative therapies and advance medical research in chronic, complex, and rare diseases
Promoting policies that ensure coverage for durable medical equipment, assistive devices, and specialized therapies needed for individuals with chronic, complex, and rare diseases to maintain their quality of life and independence

REFORM HEALTHCARE DELIVERY SYSTEMS

This area involves restructuring how healthcare services are organized and delivered to improve efficiency and patient outcomes. The focus is on creating models of care that are patient-centered, coordinated, and accountable.
For patients with chronic, complex, or rare conditions, integrated care models ensure that all aspects of their health are managed cohesively, reducing the risk of fragmented care and improving overall outcomes.
This approach also supports caregivers and physicians by facilitating better communication and resource allocation.
SOME EXAMPLES:
Advocating for the implementation of chronic, complex, or rare disease coordinators within hospital systems to serve as dedicated resources for patients, providing guidance, support, and care coordination throughout their healthcare journey
Pushing for improved care coordination among providers, facilitated by the adoption of health information exchange platforms and electronic health records, to enhance communication and continuity of care
Calling for increased access to specialist care, including multidisciplinary teams and telemedicine services, to address the diverse and specialized needs of patients with complex medical conditions
Promoting the implementation of team-based care approaches that leverage the expertise of various healthcare professionals, such as nurses, pharmacists, and social workers, to deliver comprehensive and holistic care
Championing the establishment of integrated care models that prioritize collaboration among healthcare providers to ensure comprehensive and coordinated care for patients with chronic, complex, and rare diseases
Pushing for the expansion of telemedicine and virtual care services to enhance access to healthcare for patients in remote or underserved areas, particularly those with chronic, complex, or rare conditions who may face geographic barriers to specialty care

At Rise & Rally, we believe that meaningful change requires collective action. You can join us in our mission to enact healthcare reform and improve the lives of individuals with chronic, complex, and rare conditions, as well as their caregivers and healthcare providers. Due to this, she started Rise & Rally to create a space where patients could get involved at any and all levels of the healthcare reform movement!
Here at Rise & Rally, we have been intentional about creating ways for people to get involved in healthcare reform. No matter what level you are at in your advocacy journey, your voice, experiences and passion to see change can truly play a vital role in making a difference in reforming the system. We hope you will join us!
